Yes: The chance of getting pregnant after a tubal ligation is low but not zero. According to one study, the failure (pregnancy) rate can be as high as 5.5% over 10 years. This means that if 100 women had this procedure 5-6 would get pregnant over the next 10 years. Of course, the risk of pregnancy depends on the type of procedure done. The signs are the same as without a tubal ligation.
