Dr. James Lin answered

About 14-16: The penis will stop its further growth around age 14-16. The fast pace of penile growth occurs the first 6 months of life. Afterwards, its pace of growth will progressive decelerate until puberty/adolescence, that is, around 14-18, and finally stops.
