Yes: Men can have a clear, occasionally milky, discharge with erections, after erections, and after ejaculation. The clear discharge with the erection is commonly referred to as "pre-cum" and prepares the urethra to carry semen. After erections, some of this pre-cum may still be in the urethra and leak out. After ejaculation, residual semen may leak out. See your doc, if there is pain or continues.

Could be the lotion: You could be getting some of the lotion coming out of the urethra and it looks like discharge. After regular ejaculation it's also common to have some normal discharge. If you're having unprotected intercourse, concerned about a sexually transmitted disease or this is something that's happening regularly, there's no harm to getting checked by your doc and having an std test.

Size is normal: Shrinkage is more obvious if ur overweight. Leakage is certainly a problem, unless it is due to your pulling penis over elastic waistband of underwear or pants & constricted urethra traps a column of urine until penis returns within underpants. This is a post-void dribble which can instantly be solved by avoiding any constriction. Otherwise u need to consult with a urologist.

If you have been: Stimulated sexually, it could be pre-ejaculation fluid, which would be normal. If it is a more constant drainage or discharge you need to be evaluated for an infection.
