Breast growth: Assuming that you are not gaining weight , but your breasts are increasing in size, it is possible that since you are probably still pre-menopausal, your ovaries are becoming more difficult to stimulate (higher FSH levels) and therefore more estrogen is being produced. This will affect breast size just like going from age 8 to age 16 when estrogen begins to stimulate breast tissue.

The breasts still change after 19 years in terms of their density and particularly with each pregnancy.

Breasts can develop up to age 21 or even 22 in some women. They will continue to change (not breast development per se) with age, skin damage due to sun and genetics as well as weight fluctuations. The gland/fat ratio and hence, the shape and texture, changes with your hormone levels (pregnancy, menopause, birth control, hormone replacement, e.g.) as well.
