Yes it can: Because it can cotain live ; active sperm which can result in a conception ; thus pregnancy. This is prime reason for withdrawal prior ro percieved ejaculation is not a safe method of concreption.

Yes: Most studies have shown low levels of sperm or no sperm in pre-ejaculate with sperm not being motile.
