No: Sorry, that is not an indication to use growth hormone! as far as i know, there is no way to make it larger. There are very few medical indications to surgically lengthen it in severe cases by urologists.

Nope: For that you needed different parents and different genetics. In addition, unless you have growth hormone deficiency, it would be illegal and dangerous to take growth hormone, even if it was real growth hormone which is unlikely. Be satisfied with what you've got.
