Yes it can be: Practically close to 100 %! of sodium that is filtered by our kidney in the part of your kidney called glomeruli is almost 100 % reabsorbed later by your kidney this is called fractional sodium reabsorption and abnormal fractional reabsorption is a sign od serious kidney insufficiency.
