It can be associated: Congestion can be caused by allergies or nasal infection. That process could affect the vocal cords causing swelling and hoarseness at the same time. Or drainage down the back of the throat could cause inflation of the vocal cords causing hoarseness. Or gastroesphogeal reflux could splash on the vocal cords or into the back of the nose causing both hoarseness and nasal congestion.
