Yes it is: There is no obvious cause other than diabetes. So when it occurs in the absence of diabetes, it is called idiopathic.

Yes: Idiopathic sply means that we do not know the cause. The science may find a cause in future. Sometimes a patient diagnosed as idiopathic may develop conditions like diabetes several years after neuropathy was diagnosed.
