Virus, not employee: Meds only control a viral outbreak---they don't cure the disease or eliminate the virus. Remember the 80's catchphrase: love may not last, but herpes lasts forever! just not "constantly.".

Resistance?: If it is hsv, it may be a thymidine kinase negative mutant that does not respond to standard therapy.
