No it doesn't: Labor is when uterine contractions initiate in a synchronized fashion for the purpose of expelling a mature fetus from within. I'd heard women describe the pains of such an event in many ways....but tingling isn't one of them.....If you or someone you know may be close to term and there are questions as to what's going on you or they should consult the OB/GYN doctor in charge.
