Castrati: The male voice deepens at puberty because the male hormone (testosterone) changes the shape and tension on the vocal folds, which generate the voice. Without it, the voice remains high. There are treatments which can be prescribed ranging from hormone therapy to surgery to deepen the voice. Check with a primary care provider and/or a laryngologist for options.
