why does veins come out on the skin?

If the veins : Are congested, i.e. Full with blood they will bulge and protrude. Also is depending of the position: elevate legs or hands the vein will "disappear". Another reason is aging when we lose fad pad and skin gets thinner, suddenly the veins look as they bulge more. No they most probably the same size. But as i said they lost the padding around them.
