URI: It sounds like you may be coming down with an upper respiratory tract infection (the sore throat) and that you have bronchitis (the rusty colored mucus). This may have to run its course but you could see your doc if it's chronic.

Scratchy throat: The mucus from your post nasal drip is irritating your throat. The dark red blood is old blood possibly due to old irritation of your sinuses and nostrils. Living in florida in a highly allergic area it might be worthwhile for you to get n allery workup.

See a doctor: Sometimes coughing extremely hard or having some sort of "trauma" can cause this to happen, but i would play it safe and go see a doctor.
