Hygiene: Frequently washing ur penis will remove this. It is usual shedding of superficial skin cells & washing will not allow this to happen as they r removed from scrubbing while u shower.

It depends: I am not sure what you mean by 'shreads'. If your penis skin is dry, you might want to consider using a hypoallergenic moisturizer. I would also want to know if you have a rash there or if you have an itchy sensation versus painful sensation. I would also want to know if you are sexually active.
