It can: Typically costochondritis causes pain where the ribs insert into the sternum. The clavicle also inserts at the sternoclavicular joint and can be inflamed too.

Possibly: Since costochondritis is caused by inflammation of bone joints, the collar bone area can be affected. If it hurts when the collar bone is pressed, then that could reflect local inflammation. Also nerves can be involved. A sensation of chest pressure, however, can be reflective of heart issues. You should discuss this with your doctor.
