Throat: It maybe a little more concerning. It maybe an abscess of the tonsil causing this problems which needs to be checked by your primary care provider. Hope this helps!

I am really concerned over the "talking funny" bit which along the the sore neck, may well point to a case of meningitis. See doctor ASAP.

Possible: It sounds like a viral illness, but could definitely be strep. The only way to tell would by taking a look at the back of the throat and tonsils and getting a swab to see if it is strep. Would recommend having seen by a pediatrician to be safe. Heep hydrated. Best of luck!

Infection: Could be consistent with strep, but there are many other infections that can present this way. See your pediatrician for diagnosis and treatment.

Viral: This sounds like a common cold. However if the neck is stiff, consider meningitis.

Yes Both: Yes for both strep (confirm with rapid swab) might have a rash but distinct from 5th or 5th disease (parvovirus b19) 1st week flu like symptoms 2nd week rash and arthralgia.
