2% failure risk: With proper use of a condom the failure risk rate is 2%.

It only takes 1: The failure rate associated with condom use is due to many variables one of which is breakage. You could use hundreds of condoms and never have one break or, one could break the first time you have intercourse. There would be no way to calculate how many condoms you could use before one breaks.
