Foreskin: You probably need circumcision. This condition is called phimosis.

Phimosis: The condition is called "phimosis" or tight foreskin. It is not a disease, rather you were born with it. The only permanent treatment is to trim the fore skin to remove the tight ring , so that you can retract the skin and head of the penis can come out, and you can clean the white, very smelly stuff called smegma. This smegma has been attributed to cause cancer of the penis .Zk.
