?fungus: The smell of your scrotum (testicles are inside the scrotum) would most like have nothing to do with semen or masturbating, unless there was semen on them and you did not bath/clean in quite some time. Foul odors in the genital area skin are usually related to a "tinea cruris" (fungal jock itch) infection.
