Yes: It's safe so long as you're not trying to avoid pregnancy. Immediately after period can be a fertile time. Also assuming male has no stds. But the period alone in no way makes intercourse more or less safe.

Safe at all times: Ejaculating intravaginally is safe (assuming no medical conditions on either partner) at any time of the menstrual cycle. This is true for both partners as well.
