No: In the absence of some severe infection which would have obvious symptoms on your breasts, breast implants will not cause a rash on the neck. Silicone is a very inert material and allergic reactions to it are essentially non-existant.

No: Medication is a frequent cause of rash. The implants are made of silicone which is inert. It doesn't react with skin. If you have changed detergents or soap this is a common cause of rash.
