Retin-a?: Retin-a increases collagen and may thicken the lid, so the darker tissue does not show through so much. Consult a dermatologist. Injections of fillers can also help.

Dark under-eye : First start with a complete skin and facial exam to see exactly what is going on. Some eye creams can be beneficial as a starting point. Agree that Retin-A can be of benefit in the right candidate. A laser procedure or surgery may be needed depending on findings and the amount of correction you are looking to achieve.
