Not really: I never heard of that, and don't suggest that at all. Visine is meant for the eyes and Aspirin for migraines and pain.

Wouldn't advise it: There are over the counter products with aspirin like chemicals in them at low concentrations. I would never advise anyone to try to mix up aspirin creating such a gel because you would likely cause a chemical burn on your face.
