No: Unless the imbalance was a prolonged deficiency in testosterone during childhood. Penis size is primarily determined by genetic influences that you inherit from your parents. Small is a relative term, since 1/2 of men have to have a penis that is below "average" size -- but size makes no difference relative to performance.
