It could: These are often varicosities where a vein gets blown out like a varicose vein elsewhere. You can't assume that is what it is, however. Best to get it looked at to be sure.

Maybe: If it blanches when pushed with a qtip it is most likely a blood vessel, if not it should be checked by your dentist asap. I would have it checked either way as it is difficult for you to see if the area blanches.
