Core Temperature: Many things affect your core temperature, which is what a vaginal temperature would be (similar to a rectal temp). Hormones can affect your temperature, which is the idea behind basal body temperature charting that is recommended to determine if a woman is ovulating or not. Core temperature also varies with activity and other factors. In short, a temp of 99.9f is not unusual prior to a period.

No: Your body/vaginal temperature does vary with the presence of Progesterone hormone post ovulation. However, there is no "expected normal" temperature of 99.9. Basal body temperature charts (bbt's) are often used as an ancillary predictor of ovulation for that reason.
