Possibly: Go to an opthamologist to determine if you have an eye problem or an eyelid problem. A droopy eyelid (ptosis) can be fixed surgically.

My son had these random single, not clustered, spots on his neck, back, next to his ears and on his head. Some went away, some have made horrible deep red bigger crusty mark. He now has very fine blood spots on his eye lids and under his eyes.
