A couple things: Some men need continued stimulation while the condom is being applied. So using one hand to stimulate the base of the penis during application may help. Some women apply the condom with their mouth (only do this if recent std testing done) and stimulate their partner orally as it is being applied. If problem is persistent consider having your partner evaluated by his doctor.
