No: It's not a steroid cream to do so. It an antibiotic one.

Not unless inflamed : Bactroban (mupirocin) will not thin out normally thick skin. However if it is skin that is thickened due to inflammation, then it is possible that treatment of the infection will return the skin touts previously normal thin thickness.
