Insurance: You can still get the vaccination, but it is likely that your insurance will not pay for it after you turn 26.

Insurance issue: You can certainly benefit from completing the vaccine series. The actions of your insurer is somewhat predictable.They don't want to pay for anything not "approved" and within their coverage guidelines and will use the small print to get out of paying any time they can.You can appeal their decision or pay out of pocket.
