Dark circles: These can be genetic but also can be from chronic nasal congestion from allergies. If the latter, treat it first. Cosmetically, bleaching creams can help.

Depends on cause: Depends on the cause of the dark circles. Often getting enough sleep, eating healthy and exercise can improve dark circles. Avoiding smoking always will help the appearance of the skin. If the dark circles are from allergies, treating the allergies would improve the circles. There are also creams and skin treatments that either an oculoplastic doctor or dermatologist could address.
