Not usually . . .: Uti = urinary tract infection, which is either bladder or kidney. All include frequent burning urination w/sense of urgency. Kidney infections add fever & one-sided back pain to above. Swollen belly is not part of definition. Go see your doctor if you think you might a UTI which needs antibiotics to be cured.
