May be PMS: Hormone changes in the 1-2 weeks prior to the period often cause breast tenderness. If your breasts are tender at that time most cycles that's likely the cause. Caffeine, eating lots of sugar, stress can worsen breast tenderness. Regular exercise, eating healthy, omega 3 fatty acids, a well fitting bra can help. Pain that is constant and worsening may be another issue - see your doc.
