Yes: We consider sex oriented play between kids under 6 or so as normal exploration. This applys as long as there is no more than two years difference in their ages. Activities that include touching are the norm.Any overtly "adult" act like humping or orogenital contact would be a sign one was likely victimized at one point and is re-enacting some of what they experienced.
