Normal: Testicles don't hang equally..One is always lower than other.This is normal the right one has less distance to retract. I believe the lt descends into sac earlier than the right.

Normal: Most likely normal. There is no such a thing as symmetry in right and left hemiscrotum? Testicles. One may be larger than the other and cremaster muscle will pull one more than other.
