Not necessarily: Some patients with emphysema do better in colder air/cooler temperatures and find extreme heat more difficult. Each patient is an individual and there are no broad recommendations from any organization to avoid cold/heat. It really depends on how you as an individual feel in extremes of temperature.

In some people: Different people with emphysema have different triggers for symptoms. In some, the cold weather makes it more difficult to breathe. In others, warm, humid weather does this. It all depends on how your body reacts.
