It's in the Blood: You likely wrenched this tag in the wrong way while taking a shirt off or other abrasive mechanism. These things can get irritated quickly and are usually vascular or have good blood flow. If its not turning red or the surrounding skin becoming inflamed, you could see your doc by first of next week and get it taken care of fairly quickly.

Unusual story: Skin tags usually have a limited blood supply and may bleed briefly when removed or injured. This commonly happens to neck skin tags when injured by necklaces. However bleeding is usually minimal unless you have a coagulopathy or this is some thin other than a skin tag. I have never seen a skin rage with discharge unless the base has become infected or abscesses. See a dermatologist for diagnosis.
