Yes: Think of it as being similar to the "cold water" effect...You are dehydrated and likely feeling under the weather at least - not the conditions for sexual arousal, hence the appearance of your penis. Once you get through your illness, it will look like its usual state.

Dehydration: When you are dehydrated blood flow to the skin is decreased leading to the appearance. Further more you are in discomfort and probably less stimulated leading to reduced blood flow to the penis.
