Probably are: They are likely microhemorrhages due to the aging skin. The damage to the skin (loss of collagen is just one) from sun exposure is cumulative and thus one's skin acts like the tire on a car- the more mileage, the less tread. Thus the more sun exposure, the thinner the skin and you end up having bruises and blood spots from even minor trauma. Be sure to use sunscreen on all exposed areas.
