Stye: This is almost certainly a stye. A gland of the eyelid is blocked and the retained contents set up the redness and some degree of discomfort. The white bump is the gland outlet which now contains pus squeezing outwards and making the bump. Treat this with very warm soaks for 4 minutes at a time about 5 times per day and it should go away.
