Basal cell cancer: I am notmxpsure I have ever heard of a vascular cell skin cancer. Generally it doesn't lead to another type of skin cancer but is likely indicative that you are at a higher risk for developing other new basal skin cancers.

Cancer: Once you are cancer prone any new skin lesion must be carefully evaluated by a dermatologist.
