Try OTC Meds First: No rash? Just itching.Take any over-the-counter antihistamine with cetirizine, fexofenadine or loratadine. Start with one a day if this doesn't go away, increase it to twice a day. If this doesn't help go see your doctor. If you have a rash and poison ivy is a possibility, use Hydrocortisone cream. Rarely the start of shingles can start as an itch. For this you should see a doctor within 72 hours.

Maybe: Too non specific a sign, it is most likely just irritation and not a systemic disease. Any other symptoms? Glands? Fever etc. Treat with Hydrocortisone cream for now unless it gets worse.

Unlikely: Itching, without an apparent rash or other abnormalities is likely to be without serious consequences. Try emollients and if it does not get better in a couple of weeks, you may wish to see a doctor so that a physical examination may be carried out to ascertain a cause.
