Yes it is possible: Yes it is possible sometimes the enzymes are elevated and bilirubin may be normal and patients have itching all over body.

Very doubtful: I would look for another cause of your generalized itching. Often it's something as simple as being allergic to the detergent with which you wash your clothes. If you do have liver issues as evidenced by elevated liver enzymes, this needs to be worked up, itchiness or no, as this warns of several deadly but treatable diseases.
