Need examination: Your mother has to see her doctor, symptoms may be due to unhealed tissue, fragment of bone, or neuroma ( scar tissue of nerve ) some times even feel phantom pains as if still have toe.

Phantom pain: Is a possibility but it could be from nerve reaction to amputation site. Is the wound healed? If not then that is the priority especially with diabetics.
