Eventually: Stroke is very uncommon at this age. If a 22 year old person were to have a stroke there would likely be some other important contributing factor such as a weakness of a blood vessel in the brain (an aneurysm). High blood pressure increases the risk of stroke. When detected a concerted effort should be made to determine the cause and to return blood pressure to the normal range.

Other cause: It's not impossible to have a stroke from hypertension at 22 but there are usually other causes like vasculitis, moya moya disease, or other disorder.

Anyone can: Though we usually think of stroke in older patients, each human being is truly unique. Though less likely, yes it is possible for a 22 year old to have a stroke.
