Generally, does a person with hypotension have a slower heart rate as compared to one who has hypertension?

Yes: This is because hypotension is caused by overdrive in fhe parasympathetic and hyper by the sympathetic. This nervous system is the automatic (autonomic) system controlled by the lower brain below conscious level. It is used to enable us to adapt to environmental changes e.g. Heat, cold, etc. It is easily disturbed by poor diet.
