Usually wait to 16: If no period by age 16, she should have an ultrasound of her pelvis and some blood work, then treatment as indicated. No period at 15 is normal.

I Might Wait: She needs a thorough evaluation by a pediatric endocrinologist and a gyne exam. If nothing else is wrong i would wait for a period of time, maybe a year.
