Eyes and Myths: From a medical perspective this does not sound like the wisest thing I have ever heard. It may not be harmful, but just the chance of damaging this vital organ would make me want to caution you about infection, burning, or irritation. This practice you want to pursue is very unusual and from a medical perspective very dangerous.

Dangerous practice!: This is a potentially dangerous practice. Tap water, or even distilled water is not sterile and contains potentially dangerous pathogens including a parasite called acanthamoeba which can cause severe damage and permanent visual loss. Honey is an irritant and should not be instilled in the eyes. You should stop this practice immediately and see your eye doctor.
