Unlikely: It is unlikely that a 21 year old would have low testosterone and put on muscle mass. However it is possible to have some endocrine disorder. I would consult your family physician to see if he is concerned or not.

Not low : At your age your testosterone is probably high normal. You do not need testosterone replacement. Possible side effects of too high testosterone levels are early balding, enlarged prostate (may have difficulty urinating) and gynecomastia (man-boobs). Sounds like you are lean with muscle. There is no indication for testosterone replacement at your age.
